Today's emphasis on globalisation brings with it the necessity for public scrutiny of certain issues, concepts and areas within our present societal system so that they can be re-assessed and re-defined before being re-integrated into a new world order.
As the world market opens up to ever freer flowing financial transactions and the power of governments of independent states diminishes, while simultaneously the influence of multinational corporations rises to alarming proportions, we shall surely have to ask ourselves: what will sovereignty come to mean in a future world community.
So when the UN Secretary-General, Kofi Annan, proposed that the UN General Assembly in the Year 2000 be a Millennium General Assembly, to be accompanied by a companion Millennium People's Assembly and subsequently welcomed civil society's ideas and thoughts in this regard, OPTU made the suggestion that both the General Assembly and the People's Assembly in the Year 2000 include on their agenda that "the new role and concept of Sovereignty within the emerging realisation of a Global Neighbourhood" be discussed.
The conflicts within nations, splitting their societies asunder; the rising number of refugees crossing national borders in search of a community that will honour their right to a habitat; the global impact of local disasters; the increasing lack of public support of and confidence in today's leadership all of this is challenging the validity and worth of sovereignty as we have come to know it. Through losing the respect and support of us people, traditional sovereignty can no longer hold the position of supreme authority with regard to law and order.
The inevitable question therefore seems to be: what will the future sovereignty be; the sovereignty to which we all governments, multi-nationals, the world of finance, leaders and peoples alike can willingly give our allegiance?
